  • Recommended Motion:

    THAT the September 9, 2024 Regular Council Meeting Agenda BE APPROVED as circulated.

The Municipal Conflict of Interest Act requires any member of Council declaring a pecuniary interest and the general nature thereof, where the interest of a member of Council has not been disclosed by reason of the member’s absence from the meeting, to disclose the interest at the first open meeting attended by the member of Council and otherwise comply with the Act.

  • Recommended Motion:

    THAT Council adjourn its regular meeting at X:XX p.m. and move into a Public Meeting pursuant to the Planning Act, to consider an application listed on the September 9, 2024 Council Agenda.

  • Recommended Motion:

    THAT Application for Zoning By-law Amendment Z6-24 as requested by 1000851297 Ontario Inc. c/o Brandi Poels to permit a ‘Personal Service Establishment’ and a ‘Clinic’ in addition to permitting a minimum of (2) parking stalls or one (1) accessible parking stall for lands legally described as Part 9 on Reference Plan 33R-18155, Municipality of Thames Centre. The lands are located on the west side of Jane Street, north of Hamilton Road (County Road 29) be APPROVED;

    AND THAT no further notice be required pursuant to Section 34(17) of the Planning Act, regarding rezoning the subject lands to also allow a ‘Clinic’;

    AND THAT the implementing by-law be APPROVED, as included in the by-law portion of the agenda.

  • Recommended Motion:

    THAT the Planning Public Meeting adjourn at X:XX p.m. in order to sit as Committee of Adjustment under the Planning Act, to consider an application listed on the September 9, 2024 Council Agenda. 

  • Recommended Motion:

    THAT Application for Minor Variance A8-2024 filed by Stewart Findlater, Findlater and Associates Inc. on behalf of 731607 Ontario Inc. c/o John Fuller to permit the placement of disused railroad cars, also known as sea containers, on a property municipally known as 256 Hamilton Crescent in the Municipality of Thames Centre, be APPROVED.

    REASONS

    •The general intent and purpose of the Official Plan would be maintained;

    •The general intent and purpose of the Zoning By-law would be maintained;

    •The effects of the variance are considered minor in nature; and

    •The variance is desirable for the appropriate use and development of the land.

  • Recommended Motion:

    THAT the Committee of Adjustment adjourn at X:XX p.m. and Council reconvene its regular meeting.

    AND THAT Council APPROVE entering into an agreement with Fire Marque Inc. for cost recovery with respect to Fire Department Specific responses;

    AND THAT staff bring forward the necessary by-laws at the next Regular Council Meeting to implement this.

    THAT Report No. PW-DR-006-24 of the Drainage Superintendent, dated September 9, 2024, concerning requests received for drainage improvements and for a petition for new drainage works, BE RECEIVED for information;

    AND THAT the request for improvements and petition submitted, under Section 4 & 78 of the Drainage Act, R.S.O. 1990, for new drainage works, in relation to the property located inside PLAN 1018 LOT 1 (former township of North Dorchester) BE RECEIVED AND ADOPTED;

    AND THAT Mr. M. P. Devos, of Spriet Associates, BE APPOINTED the Engineer to investigate and prepare the necessary drainage report.

  • Recommended Motion:

    THAT Report No. PW-DR-007-24 of the Drainage Superintendent, dated September 9, 2024, concerning a petition received requesting new drainage works, BE RECEIVED for information;

    AND THAT the petition submitted, under Section 4 of the Drainage Act, R.S.O. 1990, for new drainage works, in relation to a property located inside CON 2 Pt LOT 16 RP 33R16912 PART 1 (former township of West Nissouri) BE RECEIVED AND ADOPTED;

    AND THAT Mr. M. P. Devos, of Spriet Associates, BE APPOINTED the Engineer to investigate and prepare the necessary drainage report.

  • Recommended Motion:

    THAT Report No. PW-DR-008-24 of the Drainage Superintendent, dated September 9, 2024, concerning requests received by 3 properties for a request for drainage improvements, BE RECEIVED for information;

    AND THAT the petitions submitted by 3 properties, under Section 78 of the Drainage Act, R.S.O. 1990, for new drainage works, in relation to properties located from PLAN 424 Lot 6 to 10 extending to CON 2 NRT N PT LOT 14 RP 33R1023 PT PART 1 (former township of North Dorchester) BE RECEIVED AND ADOPTED;

    AND THAT Mr. M. P. Devos, of Spriet Associates, BE APPOINTED the Engineer to investigate and prepare the necessary drainage report.

  • Recommended Motion:

    THAT Application for Part Lot Control Exemption (PLC-3-24) by Development Engineering (London) Ltd on behalf of 975009 Ontario Limited o/a The Willows Golf and CC- Tonda for lands located on the south side of Golf Drive and the east side of Westchester Bourne (County Road 74) and legally described as Lots 5 and 6 on Plan 33M-834 be APPROVED;

    AND THAT the adopted by-law be forwarded to the County of Middlesex for consideration of approval.

  • Recommended Motion:

    THAT Report No. PDS-046-024 Application for Housing Accelerator Fund (HAF2) be received;

    AND THAT Council ENDORSE Thames Centre’s Housing Accelerator Fund Application to be submitted on September 13, 2024 in accordance with the provisions of Housing Accelerator Fund 2 program by the Canada Mortgage and Housing Corporation (CMHC);

    AND FURTHER THAT this resolution be forwarded to the Office of MP Karen Vecchio.

  • Recommended Motion:

    THAT Report No. LDS-010-24 BE RECEIVED for information.

    AND THAT, Council AMEND the Thames Centre Senior Centre Advisory Committee Terms of Reference to change the Committee name to the Thames Centre Active Living Centre Advisory Committee.

    THAT Report No. LS-011-24 BE RECEIVED for information;
    AND THAT Council APPROVE the draft amendment to Animal Control By-law 63-2022, as appended to this report, in principal and direct staff to bring forward the amending by-law at the next regular meeting of Council.

Being a By-law to amend By-law No. 75-2006, as amended, insofar as it relates to the lands located at Part of Lot 22 on RCP 1020 and designated as Part 9 on Reference Plan 33R18155 (geographic Township of North Dorchester), Municipality of Thames Centre, in the County of Middlesex.

Being a By-law to exempt from part lot control, lands legally described as Lot 5 and Lot 6 on Registered Plan 33M934, in the Municipality of Thames  Centre, in the County of Middlesex (Willows Subdivision, Nilestown)

  • Recommended Motion:

    RESOLVED THAT Council ADJOURN to closed session at X:XX p.m. pursuant to Section 239(2)(e) & (f) of the Municipal Act, 2001 in order for Council to consider matters that involve litigation, potential litigation, including matters before administrative tribunals, affecting the Municipality and advice that is subject to solicitor-client privilege, including communications necessary for that purpose.
