  • Recommended Motion:

    THAT the December 9, 2024 Regular Council Meeting BE APPROVED as circulated. 

The Municipal Conflict of Interest Act requires any member of Council declaring a pecuniary interest and the general nature thereof, where the interest of a member of Council has not been disclosed by reason of the member’s absence from the meeting, to disclose the interest at the first open meeting attended by the member of Council and otherwise comply with the Act.

  • Recommended Motion:

    THAT Report No. DR-011-24 prepared by the Drainage Superintendent, dated December 9, 2024, concerning a meeting to consider the O’Reilly Drain 2024, BE RECEIVED for information;

    AND THAT the Drainage Report for the O’Reilly Drain 2024, as prepared by Spriet Associates, dated October 16, 2024, BE RECEIVED AND ADOPTED;

    AND THAT the first sitting of the Court of Revision on behalf of the O’Reilly Drain 2024, BE SCHEDULED for January 13, 2025.

    THAT the minutes of the regular meeting of Council, held on November 18, 2024 BE APPROVED as circulated.

  • Recommended Motion:

    THAT Report No. PW-DR-012-24 of the Drainage Superintendent, dated December 9, 2024, concerning a petition for new drainage works, BE RECEIVED for information;

    AND THAT the petition submitted, under Section 4 of the Drainage Act, R.S.O. 1990, for new drainage works, in relation to the property located at CON 2 PT LOT 1 RP 33R7466 PT PART 1 RP 33R15646 PART 3 (former township of West Nissouri) BE RECEIVED AND ADOPTED and added to the previous petitions.

  • Recommended Motion:

    THAT Report No. PW-DR-013-24 of the Drainage Superintendent, dated December 9, 2024, concerning a request received for new drainage works, BE RECEIVED for information;

    AND THAT the petition submitted, under Section 4 of the Drainage Act, R.S.O. 1990, for new drainage works, in relation to properties located inside CON 5 SRT N PT LOTS 5 & 6 (former township of North Dorchester) BE RECEIVED AND ADOPTED;

    AND THAT Mr. M. P. Devos, of Spriet Associates, BE APPOINTED the Engineer to investigate and prepare the necessary drainage report.

  • Recommended Motion:

    THAT Report No. PW-DR-011-24 Thorndale Industrial Drain - information BE RECEIVED for information;

    AND THAT Council ENDORSE an application to the Middlesex County Loan Program to assist in funding the Thorndale Industrial Drain Project, as outlined in this report;

    AND THAT staff BE DIRECTED to prepare a By-law, for Council to consider, under Part 12, Municipal Act, 2001, for charging future developed lands within the Thorndale Industrial Lands to become part of the existing stormwater management system;

    AND THAT staff REPORT BACK to Council upon the confirmation of its County Loan application status.

    THAT Report No. PW-ES-008-24 BE RECEIVED for information;
    AND THAT the 2024 Stormwater Rate Study prepared by Watson & Associates Economists Ltd. dated November 29, 2024, BE APPROVED.

  • Recommended Motion:

    THAT Report No. F-011-24 BE RECEIVED for information;

    AND THAT Council AUTHORIZES staff to award RFP TC-018-24 for Municipal Financial Audit Services to KPMG LLP at a total cost of $257,000 (plus HST) for a contract term of 2024 to 2028.

Being a By-law to provide for drainage works in the Municipality of Thames Centre and the County of Middlesex for the borrowing on the credit of the Municipality of Thames Centre, the sum of $49,700 being the amount to be contributed for the completion of the same.
